Both of them are seen wearing a trenchcoat and a pair of sunglasses, both of them have a penchance to open their coat to flash women. He isn't dangerous like the others, but considered inappropriate. He has an interest of Kate Beringer, as seen in both films. Also in both films, he was holding a cigarette in his mouth, although isn't seen smoking.
